So as you know there are 2 for 1 offers for places outside London that can be used with any type of train tickets as part of the National Rail ATOC promotion.
Now maybe I'm stupid, but say I fly in from a different country to manchester, and then buy a open return ticket from Manchester Airport to Manchester Piccadilly then I could take advantage of all these offers for one month?
For example, all the attractions in Manchester say that you must have a ticket to Manchester Piccadilly or any in the central stations zone and one from the airport to Piccadilly is exactly that.
The FAQ does not seem to preclude you from doing this:

In essence does this mean it can be done to obtain discounted tickets versus this "Buy in" workaround even though the cost of the tickets will be very low and the attraction people would have to take them?
It seems somewhat to be gaming/cheating the system to get a discount, but there seems to be nothing in the terms that says this is not possible?
