I discovered these in South Norwood Country Park yesterday.

Are they old lineside equipment boxes if so what line were they part of ?

That is a standard Lucy Cabinet used by Electricity and Telecoms companies , there are many still on /about the railway but many thousands more on public highways

The current Croydon Tram route runs through the park between Elmers End and Birbeck. However, that is of a later construction. These types of cabinet are also used on numerous projects. Could it be a remnant from previous use of the area - either as a sewage farm, civil defence, highways or refuse dump?

Lucy made their name making the fuse and distribution boxes for streetlighting. South Norwood Country Park was a huge sewage works when I was a boy!
