There are Avanti & Connections Advance fares between York and Glasgow, which must imply a West Coast interchange.
Strangely there are no TPE-only fares, which would allow TPE to be used throughout via Manchester and Preston.

Presumably TPE didn't think it would offer any competitive advantage. They would be wanting to set it at least slightly higher than the Leeds to Glasgow TransPennine Express Only at £97.80 for an Off Peak Return, and the existing ticket from York is £109.80.

I'm not really surprised at that - it's a fairly slow itinerary, which is unlikely to ever come up on a journey planner. A TPE only walkup fare might make a little more sense.

I imagine a walk up ticket was what was being referred to. They're available from Selby, Leeds, Dewsbury, Huddersfield and so on to Glasgow.

It's the kind of circular itinerary you could get with the TPE 55-plus zonal deal, out via Huddersfield and Preston to Edinburgh, back via Newcastle.
But not at the moment!

It's a completely separate question and doesn't follow on from anything else, but yes York to Glasgow is valid via Preston.
Would it be valid outward via Preston and return via the ECML?

Yes. There is no need to return via the same route you went out when using ‘Any Permitted’ routed tickets, providing both routes are permitted, which these are.
