I use Ledbury station a few times a year, upon walking up the approach ramp you are greeted with the usual yellow poster "Warning- Have you paid?" implying penalty fares are in force.

How can LM enforce this when on Saturday afternoons or in the evenings (when the ticket office closes) the first opportunity to buy a ticket is on board the train from the guard. There is no TVM or PTT machine in sight.

No problems obtaining discounted tickets from the guard in any case.

They wouldn't charge a Penalty Fare at that time of day.

There definitely is a Permit to Travel machine at Ledbury, unless it's been removed in the past year? I seem to remember it being just before the ticket hut as you enter the platform.
