Purely for storage, as the West Yard needs to be kept available for day-to-day use.Does Royal Mail actually have any interest in a Class 91, or is the site being used for storage?
They both have such merit that I don't think it is in the least bit ridiculous to preserve both of them.It is slightly ridiculous, though, to have two Class 91s designated - although both have serious merits to them (UK's former speed record holder and last UK built express passenger loco/last loco built at Crewe Works).

they’ve found space to preserve about 25 142NRM is going to need a serious long-term plan for their locomotives. According to Wikipedia they have a third Class 43 coming in, that's on top of 313201 being designated (among other locomotives yet to come) and 142001 which will apparently be based in York.
Bringing it back on topic, I don't deny their historical merit, but I don't see where they will find the space for two Class 91s!

As has already been said, 91110 and 91131 have been designated. They are far more worthy candidates than other members of the class.And also it might end up being one of the locos that might only be available

142001 is the only pacer earmarked for the National Railway Museum, the limited storage of which is the issue being discussed here.
There are a number of pacers going to various heritage railways but these are of no relevance to the NRM.
I would love to see two Class 91's at the NRM, they have more personal relevance to me than most of the exhibits there, but realistically there is no need for duplicate items when there is such limited space. If the NRM do end up taking on two, I would be fairly confident that one would end up on a different site.
The NRM do not claim vehicles, they are designated by the Railway Heritage Designation Advisory Board. It is then up to the NRM if they want to take them or not.If the NRM do claim more than one, surely Crewe heritage centre would be the best place to farm it out too as long as its kept inside

I guess production of new rubbish is delayed so more breathing space .101, 105-107, 109-111, 114, 115, 119, 121, 124, 126, 127 and 130 (a total of 15 locos) are still in service, largely unchanged from this time last month.
As for withdrawal dates, any planned dates are likely to have been affected by Coronavirus.
