My first railway gig was in that ticket office at Euston. When I asked why tickets were never checked at that time of day, the answer was that most people would be holding return tickets!

Depends what the demand is at 23:00 on a Saturday evening with people wanting to buy tickets which couldn't be purchased from a TVM
Indeed, except I was working at a major station in central London.I would imagine it will be similar to some Merseyrail ticket offices at the quieter stations in the late evenings, getting a passenger at say Town Green at 9pm would probably be a major event.
Similar to some of those ticket offices which are on stations which see an hourly service which passes within a couple minutes of each other.
