It is said that there would be a cost saving of 25%-40% compared to HS2 Phase 2a, as explained on page 26 of the main report. I'm skeptical and worried that the trade-off might be too much to bear. A smaller cross-section would mean double decker will never be possible. Ballasted track might save the upfront cost but would cost more in the long term. What do you think?
