Network Rail underspends

Bear in mind that NR's budget is absolutely huge, it's still spending a LOT of money.

There are a lot of upgrades that have been proposed that have simply not taken place though.

Now whats the bettering the story would of been the same if Network Rail had gone over budget. There'd be uproar about taxpayers money being wasted etc

And if they spend spot on, it'll be: "£billions still being spent, but the railway still isn't delivering". The only reason it's there is because there's no other news, plus its been quite a while since they had a railway rant on the live tv/radio news.
