Northern's response to lack of Off-Peak fare

Just seen this response from Northern in relation to an Off-Peak fare not being available on a specific route

Thank for the patience in awaiting a response, the rail fares are set by the Department for Transport and is unfortunately out of our control. Is this a journey you make on a regular basis? Also have you checked to see if any on the national railcards apply to yourself has this can reduce the price.

People really need to be careful what they wish for with this sort of thing. I will not be at all surprised if, on lots of flows, Arriva rename the current Northern-priced Anytime Returns to Off-Peak Returns, add morning peak restrictions, and introduce new higher-priced unregulated Anytime Returns.

This is where it was a clever flow to enquire about because Northern can't change the Anytime unrestricted route fare as they don't set it, so if they decide to introduce a new restricted ticket it needs to be less than the existing unrestricted ticket.

Which department did it come from?

It came from the generic Northern customer relations email from a Customer Complaints Manager.

Since they are not the flow owner, what are they supposed to do? Introduce a Northern Only fare?

What is the flow in question anyway? An ATW flow by any chance?

They have done that on other routes.

No an EMT one where it's not actually possible to use EMT services, although EMT's customer relation department have actually claimed they don't set the fare in the past. It was partly to see if they had an official response to lack of Off-Peak fares given the franchise announcement has mentioned the introduction of more off-peak fares.

What aspects of the process are costly? Is there some kind of application fee for taking over another TOC's flow?
