OHLE stickers - were they compulsory?

Yes, and I think it still is.

Something may not work under the wires, but there is always the possibility of it being towed under the wires.

I don't think Southern EMUs had them, or the orange line, until the opening of the Channel Tunnel created a short section with both third rail and OLE.

It is still inconsistent now, at least on SWT/SWR. Red livery units (455, 456, 707) have OHLE warning stickers and orange cantrail stripes, but blue and white liveries (444, 450, 458) don't. 444040 also doesn't have them. The SWT/R DMU fleets do have them.

Good point! Waterloo-Reading services are mostly Classes 450 and 458 now, which don't have OHLE warnings.

Every vehicle would have had one somewhere as they were towed off the southern region

The DC lines at Reading are separate from the GW main line, running in to their own terminal platforms. The connection between the two lines is not electrified on either system, so DC units never enter the main line platforms.

Well aware of that. But platform 6 is right next to a 25kV electrified line into platform 7.
