Out of Station interchange between Blackfriars NR - Waterloo East NR

I note there is an Out-of-Station interchange link between Blackfriars NR Station and Southwark LU Station. Since there is also an interchange link between Southwark LU and Waterloo East NR, is it mean that there is an interchange link between Blackfriars NR and Waterloo East NR, and only be charged an NR only fare, or a TfL-NR through fare?

(It is for the case at late hours when no LU links between Blackfriars and London Bridge / Waterloo, while Thameslink not calling at London Bridge)

Looking at the fare finder for a few possibilities it would seem that that will charge the NR+TfL fare. The way the Waterloo East exit via the Southwark OSI works is that fares are defined to/from Southwark LU using NR only services to Waterloo East.
