I've just read on another forum that the validators at Bromley South have notices placed on them saying that they are out of action until further notice and to contact TfL for a refund.
Presumably South Eastern are breaking some kind of agreement with TfL to have the validators on all the time? Obviously this is inconvenient and may lead passengers without auto-topup to run out of credit earlier than they expected.
