Photographic Guidelines for Passengers Who Aren't Rail Enthusiasts

I've seen the National Rail guidelines, and various discussions around them, for rail enthusiasts. But I couldn't find any guidelines for passengers who aren't rail enthusiasts, nor any statement that explicitly says (or implies) that the guidelines for rail enthusiasts apply equally to all passengers.

So, what are the guidelines for passengers who aren't rail enthusiasts?
