When is the earliest opportunity for someone to buy a above ticket?

If Passenger A wanted a monthly, could he buy one 2 weeks in advance?

It depends on the expiry date of the rail season ticket. See below for quote from PlusBus Q&A

http://www.plusbus.info/frequently-asked-questions#
7. Is it possible to buy season tickets for PLUSBUS? Yes, but you must buy or already have a season ticket for train travel as well. You can only buy a PLUSBUS season ticket for the towns that are named on your rail season ticket (not any intermediate town). PLUSBUS season tickets are now available for nearly all PLUSBUS served towns and cities across Britain. Each PLUSBUS served town or city in Britain has its own page on this website. PLUSBUS season ticket prices are shown (where available) on the town-specific pages of this website. Season tickets are available for set periods only: 7 consecutive days; 1-month; 3-months and a year.

The validity of your PLUSBUS season ticket does not have to match your rail season ticket validity, but your PLUSBUS ticket MUST expire either on the same date as your rail season ticket, or on a date before your rail season ticket expires.

Okay what about staff though who are entitled and use their own TOCs trains to commute?

Are they still restricted to these restrictions?

I believe weekly season tickets can only be sold from the afternoon of the day before the validity starts. There's a little more leeway for monthly and longer tickets, but you couldn't buy one two weeks in advance.

Another superb benefit with Oyster. You can buy a weekly travelcard several days in advance because it only becomes active on the start date.

I didn't know that, I thought Oyster like any other season product was restricted to being retailed no less then a week prior to it starting.

You would imagine that that is down to the discretion of their booking office colleague who sells it - but if their company ID is regarded as being a season valid until any expiry date printed on it, then that seems logical.

Bus staff will never ask to see any co-issued rail ticket or (in my experience, from the bus side) a national rail photocard.

Plusbus seasons can be bought in advance in the same way as regular season tickets.

Officially, staff free travel passes are not season tickets and (as they don't have an origin or destination) cannot be accompanied by a Plusbus ticket.
