I don't see why they should be allowed to do that as it is just going to put more strain on the already saturated roads! The DfT should encourage rail travel and stuff all bypasses. Except for the Kingskerswell one of course ;)

Totally agree, new fast road construction continues apace here while improvements in rail line speeds are none existent,merely encouraging more people to use road as opposed to rail in the far west(Plymouth/Cornwall).In this part of the world with regards to railways the Dft talks the talk but does not walk the walk.
