They're not giving away more than they're getting. London Overground and Elizabeth Line staff, being part of National Rail, get the discount throughout Great Britain.
Indeed they do, but I'm not sure that TfL believe that National Rail travel facilities have a great value to prospective (or current) employees. Otherwise they would surely seek to agree a deal for non-safeguarded LU employees (amongst others) to receive them?

I think at the moment this is just one of those things in life. The reality is on an individual level, it’s entirely possible to get the discount loaded if you shop around a little. You might get lucky at the first station or you might have to try a few times but you will get it.

It’s not something that I’ll get worked up about, but I visit London 6-8 times a year. I don’t have time during those visits to shop around to find the one station that will load my discount. This just means that I often end up travelling for free as the people I am visiting live near stations which don’t have open ticket offices, and nor do the places we visit. In terms of the revenue lost, I understand that it’s miniscule and so I can see why there’s no real push to improve this, but it would still be nice to work out an agreement so I could know where I can get the discount loaded, and start paying for my travel!

Oyster cards have some validity on NR lines, some lines Priv rate season tickets are available and the rest there’s 75% reimbursement.

For anyone wondering

I tried recently

Brentwood
Harold Wood
Gidea Park
Romford
Stratford
Bond Street
Paddington

And they all refused and said go to a LU station or said it’s not possible at the moment (Stratford and Paddington)

Despite me having mine done at Paddington in the last few weeks they refused on 3 separate occasions to do another member of staffs oyster

Ealing Broadway on the other hand were more than happy to help

News article on RSTL website from 7th February now states stations and times when non-safeguarded staff can have NR discount applied to Oyster cards:

NR Priv Discount on Oyster for holders of the Rail Staff Leisure Card - updated 7 February 2023​

This news item applies only to non-safeguarded staff who entered rail service after 31 March 1996 and hold the Rail Staff Leisure Card. It does not apply to safeguarded employees issued with the Staff Travel Card, or Network Rail employees issued with the RST Online Leisure Card.

The Elizabeth Line have confirmed with Rail Staff Travel that the discount can be set at the following Elizabeth Line stations, between the times shown in the table.

Your Oyster card must be registered - if it isn’t please go to oyster.tfl.gov.uk/oyster/entry.do
