Query on Regulation of Railways Act 1889 original version

The original version of the Act (or the web version which says it is the original version as enacted) says this:
4 (1)Every railway company shall mate to the Board of Trade periodical returns as to the persons in the employment of the company whose duty involves the safety of trains or passengers, and who are employed for more than such number of hours at a time as. may be from time to time named by the Board of Trade.

I assume that 'mate' is a typo? It says 'make' in the latest version.

The scan shows it as make. Probably just a case of the OCR process misreading the character when converting it to text.

You'd think they would proof read legal documents it before posting them...
