I can understand the apparent conflict here, and he didn't actually kill anyone. But there must be some better way of expressing the minimum term

Indefinite sentence for public protection - the sod will not be released until (1) he has been in for at least five years, and (2) he has satisfied a parole board that he is no longer a danger to the public. Simples.
