Reopening the Goxhill-North Killingholme rail line?

Ive just been reading the Hull and Humber Ports City Region Development Programme (page19) and amazingly it proposes investigating reinstating the Goxhill-North Killingholme line. The aim is to reduce congestion and improve access to the South Humber Bank which will be developed further to the north (around East Halton). I can only assume the line would go south at Goxhill towards Ulceby and not north to Barton

After North Kilingholme, the line is still in place towards Immingham
