Retaining walls

My friend sent me a text today saying he saw a retaining wall alongside the line holding back a steep slope that was in a very bad way and severly cracked. Should i mention it to someone??? I have exact details of where it is.

Probably not as bad as the people responsible for checking the line and its infrastructure.
