Got it. So it is very limited indeed really. Interesting that some booking offices refuse to sell Advances or Railcards at certain times. Personally, I would prefer that wasn't the case but still.

Different people have different views on what should or should not be allowed, and at what time.
I had a complaint, the other week, from someone who was insistent that I should have told another passenger to stand aside so that I could serve passengers who had to travel on a service that was shortly to depart. The complaining person missed their train, partly due to the slight wait and partly because he seemingly considered one minute to be enough to buy a ticket, make their way to the platform (across a bridge and down three dozen stairs) and get on their train before the train departed (and that's without considering the dispatch process). The ticket that I should have waited to sell?..... A weekly season and photo ID card for immediate use.
I nearly missed a train a few months back because I required a priv single fare in a Penalty Fares area and the two clerks on duty were dealing with a new monthly season ticket (advice required on what season to get and a photocard required) and an Advance fare with few details to go on. I did catch my train, but only just.... and no, I didn't complain.
