So, in fact CTRL is on time and on budget. There is no increased cost at all.

Cost escalation is a big problem and it should be tackled, but it certainly does not apply in this case!

Basically the article is saying that some people think that the revenues won't be as high as originally predicted. I think we should wait and see what actually happens first! I wonder if they make similar reports about motorways? Funny that, I don't recall an article moaning that "Revenues on the new 12-lane (or whatever it is) M25 won't be as high as predicted" :roll: :roll:

But of course, there's the media's unspoken golden rail vs road rule: Railway lines are a subsidised inconvenience that should try to pay for themselves, while motorways are an "investment" that no-one should ever question the price of!
