Should local bus service registrations be devolved where possible?

Or in other words, should the local bus services in devolved Governments in Scotland and Wales be registered by those devolved governments?

And what happens when the services cross the border into England? Would the operator have to seek approval from two separate government bodies?

Wales certainly seems to be moving towards a regulated system so this is likely to happen in due course.

Yes, you'd need two registrations just as you do if you go into Greater London now.

All Local Transport Authorities in England can become the registration authority under an Enhanced Partnership (EP). Hertfordshire, the only one to have an EP so far, has already become so.

I really can't see what the advantage of 'devolved' registrations are? A registration can't be refused (unless it is inaccurate or doesn't comply with the rules) - the Traffic Commissioners are as capable of applying the rules as a local authority. The main danger of devolving registrations is that this function will move onto the Local Authority transport section without any additional resource funding (Central Government making the saving) and staff will be reallocated from other functions (most likely publicity/marketing etc) to perform it. Roadside and website info is already far behind in my Local Authority already and this move would just make that position worse, unless somebody thinks that public transport is going to get additional funding priority over the statutory responsibilities of Education and Social care etc .
