Snowplogh Or Ballast Plough

Photod this at Skipton today (21st May 2011) is it a ballast plough or a snow plough or both ?

Looks like a ballast plough with the different grading profiles on the plough.

Near where the 3 ridings meet
Definate it's a Ballast plough.
However if you want to clear anything else with it then thats fine as well but it will rip up everything sleeper mounted where a Snowplough would ride over.
Ballast ploughs go down between the rails to clear to sleeper top.
