Moray Council already have for a number of years.
Other councils notably Aberdeen and Glasgow have been vocal about it for many years but i can't see it happening in either case as there simply isn't the funding and the incumbent private operators in those areas are unlikely to sell.
Local councillors like to shout and scream about how every issue would be fixed if buses went back in to private hands, but that couldn't be further from the truth. Most of the existing municipal operators in the UK have had huge financial issues in recent years or have ended up being bailed out by a private operator taking them over. Even the poster child for municipal bus operators Lothian Buses can hardly be regarded as being in good financial standing as of late given the huge losses they made in 2019/20.
