St Pancras / Finsbury Park to Richmond or beyond not valid via London Bridge & Waterloo East?

I get a friend who holds 16 - 17 Saver but no 16 + Oyster and planning to travel during afternoon peak hour.

However, when I search for him online, it is surprised that the Any Permitted (not Underground) ticket is not valid via London Bridge and Waterloo East for Waterloo [no tickets returned], which is the obvious shortest route on railway only.

Is it a bug, or is the route not permitted?

From Finsbury Park route is +Any Permitted: £8.30 single £13.50 return full fare
From St Pancras route is Any Permitted without +: £5.80 single £9.80 return full fare (Ticket must state St Pancras not London Terminals, otherwise not valid.)

Fine via London Bridge on either. Shouldn't be an issue.

Inboundary fares are priced on a zonal basis and he has already paid for Zone 1 so no reason why it should not be valid.

Yeah, trying to search online for a valid itinerary for a paper ticket from St. Pancras.
But no valid results are generated (namely from LNR).

Just managed to search that from Thameslink though.
