Is it not a waste of time 'overhauling' trains because they have survived more than once in certain situations, such as 91023 which was in both Hatfield & Great Heck so was renumbered 91132 and also trains such as 47216/47299.
91023 wasn't overhauled simply because it survived more than once. All the 91s were overhauled and then renumbered. Having said that they all simply had 100 added to their original number except 91023 which for some reason, as you say, became 91132.
It was involved in both GNER accidents (Hatfield and Great Heck) IIRC, so when it came to renumbering the loco, I imagine GNER merely took advantage of the moment.
