It's actually for both routes, so you are both correct:

24 dual-voltage three-car trains for the North London Railway from 2009
20 four-car trains for the East London Railway when it opens in 2010

No - the Class 376s which this post is about. You even mentioned the fact the trains to be built were for the East London Line and North London Line in your original post and reply to Liam!
