Two teams; one from EWS and one from Freightliner decide to have a boat race. On the big day Freightliner win by a mile.
EWS, discouraged, hire a consultancy firm to investigate their shortcomings. The consultants find out that the Freightliner team had eight people rowing and one person steering, whilst the EWS team had one person rowing and eight people steering.
Based on these findings, EWS reorganizes its team to include four steering managers, four steering area managers and a new performance review system for the person rowing to provide work incentive.
The following year the Freightliner team win again! EWS sack their person rowing for poor performance and pay all the managers a bonus for discovering the problem.
