Timetables: Are they set by Network Rail rather than Train Companies?

At the moment avanti west coast train times for April are not published in full. I have asked about this and was told that they are waiting for network rail to confirm the timetable. Are the timetables set by network rail and not the individual train companies ?

Yes. But there is a lot of collaboration between NR and the TOC's. But as NR are the owners of the infrastructure and know the capabilities of the signalling and other limitations applicable to train running they set the scene.

Is it not unusual that they still dont know the timetable for 4 weeks from now ? is something wrong or is it a covid issue ?

Yes. But there is a lot of collaboration between NR and the TOC's. But as NR are the owners of the infrastructure and know the capabilities of the signalling and other limitations applicable to train running they set the scene.

Remember that Avanti are also having to work with the other TOCs, including freight companies, for the slots.

Its COVID, the whole STP process is in a recovery state and will be for a while yet.

I think they're set by @The Planner ;)

Timetables are a collaboration between NR and the TOCs

In simple terms, TOCs bid to NR what they each want, and NR pieces it all together, working with the TOCs, and ultimately tells each of them what they can have.

In short:

1) DfT (or other funder) tell TOCs what to run
2) TOCs work out a timetable, and send it to NR
3) NR collect all TOCs timetables at the same time, put them all together, and make changes as necessary to make it all fit, then sends it back to TOCs
4) TOCs check it over, perhaps make some minor suggestions back to NR if it doesn’t affect anything else
5) NR publish the timetable.

If Step 1 is late, everything else gets crunched up, and the timetable isn’t of such high quality. If Step 1 is really late, everything else runs late....

Especially when step 1 and/or 2 gets repeated for attempt x after some of the later steps from attempt 1 are long past...
