Sounds crazy! Can't believe an employee of all people would endanger the safety of the railway for the sake of a photo opportunity! I couldn't find any links on facebook, so perhaps they have been taken down.
Would stopping a train really endanger the safety of the railway? It would still have been protected by signals. The situation would have been no different than if there was a genuine concern and the train was stopped to check it.

(Don't misunderstand, it was a really dumb thing to do and did no one any favours.)

Surely stopping any train in an emergency creates a hazard and thus a risk to other trains? The train behind might be on a green and then finds the next signal suddenly has changed to red, and has to stop rapidly to avoid a potential collision. I assume detonators are still employed on network rail to protect traffic?

I know this incident occurred on a branch line but thats no excuse.....

Yes, if the train is carrying Dangerous Goods. (Which this one was.) It is being taken extremely seriously by all the parties concerned.

The train behind wouldn't have seen a green. However the driver of the train concerned (plus the MOM and whoever else) would have been required to go trackside to investigate and that creates additional risk.

Yes. Signallers are now having to regulate trains and recover the delay, meaning trains approaching red signals, out of the planned position. The first layer of Swiss Cheese (the timetable plan) has been passed through.

If and offence has been committed here (and I understand from elsewhere that BTP are currently investigating) it seems that byelaw 11(3) would apply:

11. General safety

No person shall:

3. without reasonable cause, activate any emergency system and/or any communications system provided on any part of the railway including a train

Goes to show that even individuals that work in the industry can demonstrate an almost malicious disregard for safety.
