It's a "test" signal on the PA, which is sometimes triggered by the guard or the driver while trying to talk to each other. Probably "buzzing" each other up to discuss why the train has stopped.

I have no idea how to do it on purpose, but I have triggered it unknowingly.

The AGA Mk3 sets do it as well, never managed to trigger it by mistake though!

I one gives a long "one" on the buzzer it sometimes (but not always) does...

Similar anomaly to when one buzzes six to draw forward and 20 seconds later it booms out "BING BONG, can the train manager please contact the driver!"

Obviously it can't distinguish 6 from 3-3!
