Travel through London compensation question

Hi all,

A friend of mine had a advance ticket from Reading to Chesterfield, travelling via London. Unfortunately, he missed his connection due to a signal failure, and ended up arriving 30 minutes late. Can he claim for a delay from TfL?

You should be able to get a refund of a zone 1 single fare from TfL, but they won't pay anything for the NR part of the ticket.
