How many timetables are missing from it's database?

I put in a search for a journey to get me to a North Wales town at a certain time only for Traveline Cymru to fail to give me a suitable Bus Route.
Luckily I was aware of a service that used to run so asked one of it's drivers if it still ran it does and it will show on Google Maps.
It's not the first time that traveline has failed to list Bus routes. But what surprised me most about the latest failure is it's the ''T2'' that runs through the village where Traveline Cymru's call centre is based and whose staff possibly use to get to work.

From my database about 100 that I'm aware of but I cant find on VOSA or Travelone and 300 that are on VOSA but are not on Traveline.

However the T2 is on there so the failure is of the journey planner in this instance:

That's fine if you know the timetable/service number. But when you put in a journey this is not the first time it has failed to bring up and-in this case the most convenient option and which is a direct route- this gave me a massive detour via three buses.
If you need to plan a route in an area in which you haven't got any knowledge of or are a tourist the first thing you will see is either no option or a roundabout route.
Who is responsible for inputting the timetables?
And do they alter it when they change?
Considering the T2 travels through the Village in which Travelines call centre is based it makes me wonder how on earth is a rural service in South West Wales going to be noticed as not on the system?
