Travelling through a disallowed routeing point

Page F6 of the NRG Instructions state:

Next look up the permitted routes between Gloucester Group and Craven Arms and between Newport and Craven Arms on the yellow pages. When tracing these routes on the maps you must avoid Shrewsbury because it is not an appropriate routeing point for this journey.

Shrewsbury is disallowed by the fares check rule.

Is the example correct, in that if you can trace a route through Shrewsbury due to the map being valid due to an allowed routeing point, you still cannot travel through Shrewsbury?

As I recall, that is the only mention of that particular 'rule' anywhere in the routeing guide.
But, what exactly is your question?

There is no more definitive statement of what is allowed than the routeing guide, and that is obviously unclear.
There will be some tickets allowed that break this rule, but that could be because of any number of mistakes in interpreting the routeing guide.
