Yes, West Midlands Trains must operate the shortest trains on the entire National Rail network (only 8.7m in length).
Indeed, though that is a concession run by Pre Metro Operations Limited.

Until recently, though, it would have been 1 regardless of whether you counted it or not because of 153s on the Marston Vale.

A few to add:
10 car workings are common on Southeastern, both with 376 pairs and with 465+465+466 formations. 7 and 9 car formations are possible with the 375s but rare.
Hull Trains and Grand Central both operate 10 car formations on rare occasions.
Chiltern can operate up to 8 car formations with the 168s.

Southeastern: 3, 4, 5, 6, 7?, 8, 9?, 10?, 11?, 12
7 & 11 coach sets operate with the 375s when a 3 coach 375 attaches. That was pre Covid so no idea if it still happens.

10 coaches happens daily on the Metro routes, both as triple networkers or pairs of 376s (and soon pairs of 707s)

There has not been any booked 4 car workings on the GN for a few years now. Obviously it does happen now and again if the partner unit fails.
Still some 4 car services to Kings Lynn I think.

Pre covid, Northern had booked work for 8 car 319s although the rear set needed to be locked out due to platform lengths. They have also run 8 car 319s with all carriages in passenger service a few years ago between Wigan and Manchester Vic (non stop via Golbourne) during weekend engineering work when the line through Hindley was shut.

TfW did run 6 coaches occasionally on the Cambrian/Birmingham Intl services, I'm not sure about now though. I have used one portion of a 5-car 175 before going up the Marches but no idea if that is booked (I think it was on a Sunday).

So I recon from whats been posted, the operators with the 'longest shortest' trains are:
TfL Rail - 7 cars
Eurostar - 16 cars

Not exactly clear yet on 'shortest longest' if TfW max at 5 then its them, otherwise theres a lengthy list at 6 cars.

To further clarify I'm looking for formations that are either planned, or have a method of working, with all of the vehicles in passenger use.

ScotRail has 7-car workings out of Central (2 x 380s) during the peaks and also still runs the odd 385 7-car combo, though this is rarer these days.

Caledonian Sleeper regularly sees 5 on the Aberdeen and Fort William, and 7 pops up every so often on the Inverness. Also once or twice a year there's anywhere between 11-14 coaches on the Inverness portion when Fort William is shut off and passengers need bused to Kingussie to join the train.

TFW run a couple of 6 Car 158s between Shrewsbury and Birmingham International at peak times. Round about 2007 all the platforms on the Rhymney and Treherbert routes that were unable to hold 6 cars were extended in order to operate some 6 car trains in the peaks and units were allocated but as events turned out the units were taken for other use and the project fell flat.

Ah thought they were all 8 now.
Not all the time for example the 13:25 today from Kings Lynn to Kings Cross is a single Class 387 in the form of 387207.

Plus 387104 ended up at Peterborough Friday evening as a 4 car on the 18:12 Kings Cross to Peterborough so there are some 4 car operations although the majority of Class 387 workings are as pairs of Class 386s working as 8 car sets.

Scotrail run 6 car 158 formations out of Edinburgh, never knew they did until recently.

Chiltern certainly have run services longer than 6 car. I believe they had booked peak 8-car services pre-Covid.
