TRUST & Very Late Changes

Does any service freight or passenger, loaded or ECS or light engine movement have to be entered into TRUST and activated in TRUST before it's legally allowed to run or can it be added to TRUST afterwards or even omitted from TRUST?

Trains certainly have run when not being on TRUST. Normally came with a "busline" phone call along the line with the headcode.
I don't think there are any laws that say a train must show on TRUST.

Barring the 'Special Train', rescue locos/trains and moves under (I think) 5 miles, everything should be in TRUST before anything's allowed to move, though in reality things don't always happen that way, especially concerning ECS moves off failed trains.
