Tyne and Wear Metro - St James to South Shields - Stop at Monument twice?

It does.

Monument station has 4 platforms, with 1 and 2 serving the green and yellow routes in the north/south direction, and 3 and 4 serving the yellow route only in the east/west direction.

Am I right in thinking that there also used to be a red route and blue route that involved workings from Pelaw to Longbenton and St James to the vicinity of Wallsend/Tynemouth?

Yes. IIRC at Pelaw they made use of the present reversing/stabling sidings, at Benton trains reversed on sidings on the old curve towards the north ECML, and at North Shields they used the existing (but normally unused) bay platform.

Please see post #7 in the recent “express Metro” thread, it has a timetable extract showing the four colours, the expresses were red line services started at the coast:
