I agree, it does seem rather worrying.

The nationalising orphan photographs just seems to be a "different" way of collecting a "tax", if the publisher will pay the Government, and even if the author is then found then he/she only gets a proportion of the money.

As to the ban on non-consenual policy, it's one rule for them and one rule for us. It would make an interesting case to try to prosecute the government over it.

These subjects have been discussed on quite a few forums and amongst the press professionals.

The view is that this is nothing more than scaremongering.

Copyright will still exist.

As for banning photography in public. The ICO 'best practise' guidelines out for consultation don't even mention photography. They are also guideline - and therefore not law.
