UK Tram has published a ‘route map’ to help the promoters of light rail schemes understand and progress through the planning process by building a solid case for their plans. There is a vade mecum description on the information required by the legislative and planning processes. It should perhaps be made compulsory reading for editors of local newspapers in that it provides a list of questions to ask to check the credibility of the back of an envelope plans thet they seem so fond of publishing. ‘Route Map’ for light rail plans | UK Tram

The thing about "back of envelope plans" and "bloke in a garage" stuff is that it does sometimes happen. See the Parry People Mover (not a commercial success, but two of them do exist and are reliably in service) and (were it not for Adrian Shooter's involvement) I can't imagine many thought the idea of a 230 was credible 5 years ago.

Editors of local newspapers are looking to fill their pages with good news, in amongst all the stuff about local crime, traffic jams, floods, etc.

They'll only normally dig down in the details for the financial viability once the scheme was gone down the pan - especially if someone appears to have run off with the money.
