In short:

  • Due to the short time, it will be a direct award and not an open bidding process.
  • Trafikverket wants to have the contract signed no later than August next year to give the company time to prepare.
  • In reality there are not that many companies that can be considered potential operators, the article lists SJ, Transdev (Snälltåget), Vy, DSB, DB, and ÖBB.
  • It also predicts (or makes an educated guess) that Malmö-Brussels will be operated by ÖBB (maybe in cooperation with DSB) and Stockholm-Hamburg by Transdev/Snälltåget, assuming they can get hold of a couple of sleepers.
  • The train will need to have both Sleepers and Couchettes but Tomas Eneroth, minister for infrastructure, says that hopes the operator(s) will add a restaurant car as well.
  • It will most likely be a short contract, no more than 4 years.

Hard to see that someone else can offer it more economically, given that ÖBB can combine it with the Vienna - Brussels service.

However, it is an open question whether they have enough rolling stock; the new NJ sets will not be ready yet and they need at least two, maybe three extra sets (Vienna - Brussels only runs three times a week with just one set).

what spare stock do other TOC's have they could rent on a short term basis till the new stock are in service?
