Probably, but, it's a line they like to repeat into any microphone thrust upon them by the media ("German owned Arriva" is the line being used in articles about the latest leg of the strike at Northern, for example)

Of course, other terms for today's bingo card are world class, light rail, pacer, state of the art, world class (oh wait)… 8-)

It'll be a world class, state of the art pacer, on world class rail, run by a world class company, under a world class Government, under a world class Minister with World class teeth.

The ensuing hilarity of this is that as @KashmireHawker's link shows, Skates has managed to effectively skate away from providing any real information for at least another 10 days - "Neither Transport for Wales nor the Welsh Government will be able to comment on aspects of the procurement process until the end of the standstill period and will not make any further comment until the contract has been awarded." - so, therefore, all we know now is who the winner is, not what world class service they'll be delivering.

With the amount of secrecy this one has had, you have to ask - what is it they don't want people to see? And, what will manage to be obfuscated in the eventual public version of the ITT so as to make it virtually unintelligible?

Argh. It is announced but there's no detail at all. I'm chomping at the bit to get some meat.

Perhaps there'll be more once the LSE opens at 08.00?

While I’m no fan of the secretive process, particularly in the lack of any detail of service level specification, whether we know today or in 10 days time is going to make damn all difference. Going on and on about it isn’t going to change that.
