Why cant UK builders fulfil this order?

Who would build them? There's not many rolling stock factories left in the UK for freight stuff, and besides, it a big order. Anyone who could do the build would probably take too long to complete them.

Rolling stock manufacturing isnt as profitable as it used to be, and a lot of the UK's capability was flitted away post BR days; York being among the last closed in 2011

Even York in its second life was only building kits brought over from the US that now make up a good portion of DBs fleet.

WH Davis have the ability to build cutting edge wagons. No doubt they were asked to tender but perhaps they were too busy.
