    It would appear, judging by the explicit mention of both, that the standard of infrastructure and the record keeping of competencies is severely lacking.

    Suggested in private that ineffective management as deemed by some outside the Directorate has caused said outsiders to whistleblow to ORR which created this visit.

    January to April is 3 months.

    WSR has kept it's operating license. The decision to close to undertake extended winter maintenance was the decision of the WSR, not the ORR. Were it as bad as your post implies then the winter service wouldn't have been allowed to operate.

    I personally feel your thread title is both misleading and dangerous.

    Aside from an error in the duration, the most questionable word in the OP's comment would seem to be 'severely'.

    Reading between the lines of the statement (and with ORR's position not yet being in the public domain), I suggest that:
    • The wording "...we have been allowed to retain our licence to operate..." implies that there might have been some risk to the licence, which has been averted for now
    • As the licence has not been withdrawn and operations are continuing, no immediate threat to public safety ha been detected
    • Deficiencies in infrastructure maintenance and "qualifications and effective record keeping" have been exposed, and these need rectifying with sufficient urgency that the closure of the railway after the pre-Christmas season is the most expedient means of meeting the requirements of the ORR
    • The ORR will be back next March - and potentially further ramifications could result if the changes have not been made

    A good assessment. I think many people will look forward to reading the ORR report when it comes out.

    I am aware that there was a conflict between the Board and the WRSA a few years ago, but had no idea that things on the railway had got to this point. Is anyone on here able to explain briefly, without descending into gossip or wild guesswork, what has actually happened - has this been a long time coming, or is it a relatively recent thing?

    I have read that the ORR is reluctant to bankrupt any line and as a result probably were reluctant to demand that the Santa Specials and other holiday time trains to be cancelled. These services are usually profitable and the WSR needs money badly.
    The ORR were equally co-operative with the SDR allowing a payment of their fine to be spread over a period of time.

    After the debacle with the toilet on the SDR is the ORR looking harder into heritage railways and their safety culture generally?
