West Wales to Rogerstone

I've been asked this question by a friend, and to be totally honest with you, I'm unsure as to whether this would be valid.

Newport Council have contracted the Rogerstone bus link 903 to Stagecoach, although not shown in the NRT or on Arriva's Website. It's running as ive seen it myself.

For example if mr Bloggs missed the Ebbw Vale line connection at Cardiff, and there was a better opportunity to continue on to Newport to catch the rail-link bus, would this be valid on a Bridgend to Rogerstone ticket?

Ideas please?
