What happens if a passenger does not have the means to pay the anytime single to the next station? On EMT at super off peak time (for example) that could be quite a lot more than the passenger was expecting to be charged!

The answer is that it depends on the circumstances and the staff

As has been said it depends on the circumstances. I'd say that in normal cases I would look to take details for an Unpaid Fares Notice (UPFN), if the passenger refuses to cooperate then it's a case of escalating the matter. This could mean asking them to leave the train or seeking assistance from other staff or BTP.

Of course on other occasions it may call for discretion to be used. You tend to judge as you find and attitude can sometimes sway it one way or another.
