What is this?

Might be one out there for the Pway members but has anyone got any idea what these are for? It looks like some sort of relay/contactor and is attached to a length of rail (well two lengths bolted together) in the four foot on a non platform road at Norwich station. What does this piece of electrickery do? :p

In the first and third photo you can just make out where the thin end of a length of rail that used to be part of a point blade attaches to the short length of regular rail.

There were two of them in a row, (the second starts to the far right of the second photo), though this is the first one.

Are they something to do with track circuit equipment? Whatever they are, both of them had their electrical connections exposed to the weather which surprised me but then maybe they're not used anymore!
