Well not strictly all buses, but some of them do anyway. This type of bus here http://www.flickr.com/photos/gbbuspics/6884102250/ is one of the main offenders. Allways has the heating on however warm it is outside, only two openable windows at the front of the bus(why not more windows throughout the bus??), and those high back seats. Awful! A few weeks back when I was on one when the weather was much warmer(about 25C), it was packed to near capacity and a number of people commenting they felt uncomfortable and why an earth the heating was on. So why do drivers insist on putting the heating on when it's really not needed??? Absolutely sheer ridiculous!
Am not a fan of these buses as they are anyway, but especially hate travelling on them when the weather is warm and the heating is on! I've decided to avoid stepping onboard these things now, whenever possible.
