Noticed that the rarely-used track at Wimbledon platform 10 has recently been lifted - is this in preparation for a second Tramlink platform?

Hooray!
I presume that FCC (or TSGN from September) will now use platform 9 only.

Don't think we've used platform 10 in ages anyway. Even turning 4 car trains have been turned on platform 10 rather than 9 IIRC in recent times.

Are there any plans available online that shows how the new platform is going to fit (seem to recall it was going to be a similar arrangement to Clapham Jct platforms 1/2).

I've searched a few times now (although not for a good few weeks) and found nothing so far. If it all takes place within the station/railway boundary they may not need planning permission anyway, so that means there'll be nothing on the relevant planning websites.

IIRC there was very little public info about the Clapham Jn track/platform works either - perhaps for similar planning reasons.
