There are two routes for this ticket. The obvious +Any Permitted and a Not London. My question is given Kensington Olympia is considered London does this mean they really expect you to go Woking-Staines-Richmond-Willesden-Watford-St Albans? The Woking to Watford equivalent fare is routed Kensington Olympia.

RSH will sell me the "Not London" ticket with the itinerary Woking-Clapham-(Kensington Olympia)-Watford-St Albans Abbey, so I assume it's OK...

Kensington Olympia is not a member of London Group for routeing purposes, (or ticketing for that matter), so a Not London ticket is valid on that route (provided of course that it is a Permitted Route for the journey in question).
